Fernando Latterza is a production engineer, with an MBA and specialization in governance and public innovation, with over 15 years of experience in the telecommunications/ICT industry. He is currently Regulatory Affairs Manager at Telefónica S.A., responsible for the regulatory coordination of Telefónica’s Corporate unit with the business unit in Brazil – Vivo. He has extensive experience in regulation and public policies in Latin American countries.
In addition, he represents Telefónica in different regional associations and has been actively involved since 2018 in CCP.I of CITEL, having been an associate rapporteur in the Rapporteurship on broadband, universal access, digital inclusion and gender equality, and currently in the Rapporteurship on regulatory improvement and market development. He is also Chair of the GSMA Latin America Regulatory Group (REGU) for the 2025-2026 period.
