Telefónica España has launched the technological infrastructure to support an innovative initiative by the Guadalajara Provincial Council aimed at enhancing safety on the provincial road network and at access points to municipalities.
This comprehensive Smart Rural Video Surveillance project will be carried out through a central, multi-vendor platform that will facilitate the deployment of a solution featuring 350 new interconnected video surveillance points throughout the province, using standardized equipment and in accordance with current technical and safety regulations.
The technological proposal submitted by Telefónica was selected by the Guadalajara Provincial Council in the bidding process for the framework contract to develop its Provincial Video Surveillance and Security Plan. Under this plan, two cameras will be installed at each location: a “spherical dome” camera for constant surveillance and a high-definition camera equipped with a system that reads license plates using optical character recognition (OCR) technology; both will be connected via a router and 4G and 5G connectivity on Telefónica’s public network. The agreement also includes the management of data storage and the consolidation of data and processes within the operator’s cloud environment at TecnoAlcalá.
The Civil Guard will have access to both the cameras at the video surveillance points and the image storage platform, so that, in the event of crimes being committed in the towns of the province of Guadalajara, this law enforcement agency will have a flexible and effective tool to investigate the movements of vehicles that may have been involved in the criminal activity. Access points to the towns of Guadalajara where the video surveillance stations are installed include entry and exit points via paved roads or rural highways.
This project makes Guadalajara the first province in Spain to have this provincial security network, which is more uniform and operational, and is capable of serving both city councils and local entities and consortia affiliated with its central procurement office. In this way, Telefónica provides on-the-ground support for the operations of the State Security Forces and Corps so that citizens feel more protected.

Furthermore, this solution is scalable to a greater number of municipalities in the future and to new features, such as the use of network slicing to enhance surveillance in situations of high demand, such as during popular festivals; it is also more sustainable, as it will allow for the monitoring of areas far from urban centers without the need to deploy police units.”
