Andrea Fabra Fernández

I hold a Law Degree from the Complutense University of Madrid and completed a Leadership Program in Public Management with IESE Business School in 2005, an Executive Public Leadership Program at IE Business School in 2013, the Advance Management Program during 2015 at this same business school where I completed in 2017 a Digital Transformation Management Programme (IE Business School) awarded with the Best Digital Transformation Roadmap for Health Insurance Sector in 2017.

After an intense activity in the Public Affairs Department at Telefónica SA analyzing and developing the company’s public positioning on issues related to the impact of new technologies and the Digital Economy, at the end of 2022 I joined the Telefónica´s Content Legal Strategy Team, from where we identify and value the different assets of the company, ensuring their correct protection from the perspective of intellectual property.

I’m honored to be Co-author of the Manifesto for a New Digital Deal published by Telefónica in June 2018 as responsible for the areas of cybersecurity and social policies (Education and New Forms of Employment).

Paloma Villa Mateos

Paloma Villa is Head of Digital Public Policy Telefónica S.A. After having worked in the institutional field in the European Union and in international policy in Spain, she has been working for more than 12 years in regulation and public policy applied to the digital sector.

Currently, he contributes to the definition of Telefónica’s public positioning and its communication, represents the company in international organizations such as the OECD and the ERT.

She also leads public policy initiatives related to enhancing the positive impact of technologies on societies and the economy. She holds a degree in Political Science and Administration from the Complutense University of Madrid. In addition, she has a Master’s degree in European Studies in Aachen (Germany) and a postgraduate degree in Digital Telco at the Polytechnic University of Barcelona.

Antonio Muñoz Marcos

Telecommunications Engineer, Graduate in Law and Graduate in Social and Cultural Anthropology.

For most of my professional life I have worked in different companies of the Telefónica Group. I started my professional career in 1996 in Telefónica I+D in Infovía (the first massive experience of Internet user access in Spain).

From 2001, I worked as Product Manager of Entertainment and Personal Information Services at Terra Mobile, first Telefónica’s mobile internet portal.

From 2004 to 2011, I worked in the General Secretary of Telefónica Spain in new digital services, Internet and content and worked in the Broadband Lab of China Netcom in Beijing.

From 2011 to 2018 I have been responsible for regulation and privacy in Telefónica’s corporate digital and commercial units, in big data and Internet of Things. 

Since 2018, I work as Data Protection Director of Global DPO Office, in charge, among other issues, of the implementation of the privacy governance model in the Telefónica Group.

José María Álvarez-Pallete

Former Executive Chairman of Telefónica S.A., a position he held from April 2016 to January 2025 and member of the Board of Directors of Telefónica S.A. from July 2006 to January 2025.

Mónica Sánchez Soliva

Graduated in Law and Journalism, I work as Senior Competition Counsel in the Public Policy, Competition and Regulatory Affairs area at Telefónica S.A since 2016. I lead Competition Policy and legal matters.

On the legal side, I lead M&A projects from the regulatory side. Main tasks are the regulatory analysis, regulatory advice to the commercial areas throughout the negotiation process, DD process, exchanges of information and regulatory filings. Likewise, our legal stuff is also focused on the competition compliance, antitrust advice and support to other areas, as well as Telefónica’s Operating Businesses in Europe and Latham.

On the policy side, my work is focused on shaping EU Competition Policy and regulation. I lead and support Telefónica´s engagement on competition policy matters with EU institutions and through sectorial and cross-sectorial associations (GSMA, ETNO, ERT, ICC, OECD, ICLA).  I have vast experience in assessing the impact of EU Competition policy consultations and regulations in Telefonica´s OB, as well as the development of public positioning and lobby actions to defend Telefonica´s interests in the different initiatives launched by the EC and other NCAs.

I chair the Competition Expert Group of GSMA, the worldwide mobile operators´ association since 2022, previously as vicechair since 2020.

I recently finished a secondment in Virgin Media O2, Telefónica and Liberty Global´ s JV in the United Kingdom (till beginning of 2024).  I also worked in the Public Affairs Office of Telefónica in Brussels in a secondment in 2019. Previously working in the legal area of Telefónica de España in an internship, particularly in the commercial and public contracting area, judicial matters (civil, criminal, contentious-administrative cases) telecoms regulation area and compliance.

Isabel María Álvaro Alonso

Isabel holds a degree in International Studies from Carlos III University of Madrid and a Master’s in Sustainable Leadership and Corporate Social Responsibility from OBS Business School and the University of Barcelona.

Isabel embarked on her professional journey as a Community Manager for a US-based company, dedicating two years of service to the role. Subsequently, while in this position, she was selected for the Talentum Fellowship, providing her with the opportunity to contribute to the Digital Public Policy department, offering support to Digital Advocacy activities. After the end of her fellowship, she briefly served in the Public Affairs department of Kreab consulting firm before returning to Telefónica to lead the Digital Advocacy activities within the Digital Public Policy department.

Currently, Isabel holds the position of Junior Manager of Digital Public Policy. Her areas of expertise encompass sustainability, electromagnetic fields, and online child protection.

Additionally, Isabel is deeply engaged in initiatives aimed at amplifying the voices of young individuals in matters concerning the digitalization of societies and economies. In this regard, she participated in the International Institute of Communications (IIC) Future Leaders 2023 Competition, where she achieved a top 10 finalist position at international level. Moreover, she is an active member of IGF Youth Spain.
