Digital Public Policy Playbook

The Playbook is an annual document that stands out for its innovative nature. It addresses the year’s key digital public policy debates, presenting them in a visual and simplified way based on a common structure that analyses context, identifies the challenges and proposes recommendations.

In 2026, we published the second edition of the Playbook, with chapters updated to reflect the current political and regulatory landscape. This edition includes fourteen chapters, structured around three main pillars: competitiveness, technological innovation, and sustainability and inclusion.

2026 Edition

Playbook 2026 arrives at a pivotal moment. Europe is navigating a volatile global landscape in which countries are competing for their position in the new world order. The relevance of each bloc will be defined largely by its technological development. Aware of this new landscape, the European Union has set itself the goal of increasing its competitiveness and strategic autonomy, using digitalisation and new technologies as key levers.

In this new context, Telefónica would like to contribute to the European vision and ambition by designing public policies that enable progress towards greater competitiveness, innovation and sustainability in the region.
