Pablo de Carvajal

Born in Spain, in August 1963.

Mr. Pablo de Carvajal has been General Secretary, Secretary to the Board, and General Director of Regulation of the Telefónica Group since 2018. He is also a member of the Group Executive Committee.

He served as General Secretary of Telefónica España from June 2001, and from April 2013 also held the role of Director of Operators and Regulation of that unit, until his appointment as General Secretary of the Group.
Prior to joining Telefónica, he worked as Legal Advisor at La Unión y el Fénix Español, Compañía de Seguros y Reaseguros, S.A., from June 1988 to July 1989.

From April 1991, he served as State Attorney (Abogado del Estado), a position he held for nearly nine years, until December 1999, when he took a leave of absence to become Director of Legal Affairs at YACOM Internet Factory, S.A. and Jazz Telecom, S.A. until 2001.

He was also an Associate Professor of Procedural Law at Universidad Carlos III de Madrid between 1992 and 1999.

Mr. Pablo de Carvajal holds a degree in Law from the Universidad Complutense de Madrid and a Master’s degree in European Law from the Université Libre de Bruxelles.
