Telefónica´s AI Governance Model

Telefónica’s Artificial Intelligence Governance Model establishes the framework that guides the design, development, procurement, and use of AI solutions in a responsible and consistent manner, aligned with our Artificial Intelligence Principles. This model integrates ethical, legal, and organizational criteria to ensure that AI is used safely, transparently, and with respect for fundamental rights, while supporting the Group’s global strategy.

Strategic model

The strategic model defines the principles and criteria that guide the use of AI at Telefónica. It includes key values such as:

  • Fairness and non-discrimination, ensuring that AI does not generate unfair impacts.
  • Transparency and explainability, helping people understand when and how AI is used.
  • People-centric approach, promoting AI that creates tangible benefits for society.
  • Privacy and security by design, embedding data control, protection, and security into the development and use of AI.
  • Preventive action and accountability, anticipating risks and ensuring ethical use of technology.

These principles form the basis for responsible decision-making in AI.

Organizational model

The AI Governance Model establishes an organizational framework that defines general roles and the areas involved in supervising the responsible use of artificial intelligence. Cross-functional teams contribute to compliance with our policies and principles, fostering a consistent vision of AI use across the Group.

This organizational model:

  • Defines the interconnections between relevant areas to ensure effective coordination.
  • Establishes collaboration dynamics that enable a shared vision of ethical, legal, and technical AI management.
  • Includes a periodic monitoring structure, enabling review of relevant aspects and ensuring alignment across the different markets where we operate.

It is a flexible framework that adapts AI governance to the specificities of each country or business unit while maintaining global principles and criteria.

Operational model

The operational model organizes the essential processes linked to the AI systems lifecycle to ensure safe, ethical, and compliant use. It includes actions such as:

  • Identifying the AI solutions used within the Group.
  • Assessing potential risks related to health, safety, fundamental rights, or social and environmental impact.
  • Determining the measures needed to mitigate those risks.
  • Verifying that systems meet the requirements before being deployed or offered in the market.

The model also promotes a culture of responsibility around AI through training, awareness initiatives, and periodic oversight actions.
